Asbestos Survey & Abatement CoordinationOmaha, NE

How the inspection, licensed abatement, notification and clearance steps are sequenced before an Omaha demolition or renovation.

Asbestos was widely used in Omaha buildings through the mid-twentieth century: floor tile and mastic, plaster, roofing, boiler and pipe wrap, and siding. A building does not need to be old-fashioned to contain it, so the question comes up on nearly every older demolition or renovation.

We are a demolition contractor, not the asbestos professional, and this page describes how we coordinate rather than performing the work ourselves. The survey is done by a qualified, licensed inspector; removal by a licensed abatement contractor; and our crew starts only when the regulated work is cleared.

Scope & Specifications

Who inspects
A qualified asbestos inspector; Nebraska licenses asbestos professionals, so confirm the license with the state
What is sampled
Floor tile and mastic, plaster, joint compound, roofing, siding, pipe and boiler insulation, textured ceilings
Deliverable
A written report listing materials, locations, quantities and recommendations
Abatement
Licensed abatement contractor removes regulated material under containment and wet methods
Notification
Written notice to the air agency with jurisdiction, ahead of regulated demolition or abatement
Clearance
Visual inspection and, where required or specified, air sampling before work resumes

Equipment We Use

Containment enclosures and negative-air machines

Used by the abatement contractor to keep fibers inside the work area

Wet-method tools and amended water

Keep material wet during removal to reduce airborne fibers

HEPA vacuums

Clean up surfaces and tools after removal

Disposal containers and waste manifests

Move regulated waste to an approved disposal site with tracking

How the Work Is Sequenced

  1. Hire the inspector early

Schedule the survey as soon as scope is known; results can change the whole timeline.

  2. Review the report

Compare material quantities and locations against what demolition will disturb.

  3. Plan abatement

Agree who handles what, then have the licensed abatement contractor remove regulated material.

  4. File the notice

Submit the required notification to the air agency that has jurisdiction, with the lead time it requires.

  5. Obtain clearance

Confirm removal is complete and the area is released before the demolition crew proceeds.

  6. Handle waste properly

Keep manifests and disposal records with the project file.

Safety & Compliance

Rules, thresholds and fees change. Use these as a checklist of what to confirm, and rely on the issuing agency for current requirements.

EPA Asbestos NESHAP (40 CFR Part 61, Subpart M)

Calls for a thorough inspection before demolition or renovation and written notice to the delegated agency, with a federal baseline of ten working days before regulated work. Confirm current requirements with the agency.

Nebraska asbestos licensing

State rules require licensed professionals for inspection and abatement work. Verify license status and current rules with the state health department.

Air agency with jurisdiction

The Nebraska Department of Environment and Energy or a local Omaha-area air program may receive the notice depending on the address. Ask which applies before filing.

OSHA 29 CFR 1926.1101 (Asbestos)

Sets worker protection requirements when asbestos-containing material is disturbed in construction.

OSHA 29 CFR 1926 Subpart T (Demolition)

Requires a pre-demolition survey that addresses hazardous materials, including asbestos, before the building comes down.

Omaha Considerations

Local note 1

Much of Omaha's older building stock, including Midtown mid-century offices, pre-war multi-family buildings and North Omaha housing, predates modern asbestos restrictions. Survey before assuming a building is clear.

Local note 2

The City of Omaha may ask for proof that the asbestos steps are complete when you apply for the demolition permit. Keep the survey report and notification confirmation together.

Local note 3

Jurisdiction for notices can differ by address within the metro area. Don't assume that the agency that handled one Omaha-area project will receive yours.

Local note 4

Because notice lead times apply, it is better to schedule the survey the same week the project is contemplated than after the permit application.

Asbestos Survey & Abatement Coordination FAQs

No. The survey and abatement are carried out by licensed asbestos professionals. We coordinate the sequence and begin demolition after the regulated work is cleared.

Federal rules generally call for an inspection before demolition of most structures. Whether a particular house is subject to notice requirements depends on the facts, so ask the air agency.

The federal baseline is ten working days before regulated work starts, and the agency may require more or different steps. Confirm with them.

We stop work in the affected area, notify the owner and bring in a licensed inspector. The plan is updated before we resume.
